Cannot type any Chinese character on Chrome 69

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3486.0 Safari/537.36

Steps to reproduce the problem:
1. Open Chrome 69 canary or dev
2. IME cannot switch to pinyin mode
3. 

What is the expected behavior?
IME can switch to pinyin mode on Chrome 68 and type Chinese 

What went wrong?
Cannot type any Chinese character 
IME cannot switch to pinyin mode 

Did this work before? N/A 

Chrome version: 69.0.3486.0  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #69.0.3486.0 and latest canary #69.0.3495.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

We are unable to reproduce this bug using latest canary #72.0.3621.0. If this bug still reproduces for you, please reopen or file a new issue.
