Unable to reproduce the issue on reported chrome version 69.0.3489.0 using Windows 10 with the below mentioned steps.
1. Launched chrome
2. Signed in to the browser
3. Exited chrome -> Relaunched it again
Observed the launched chrome is signed in, without getting logged out.

@Reporter: From your point no.4 of comment#0 which says "Sync is paused", Could you please elaborate on it as we are not very sure whether the browser should be closed while sync is in progress...? any further inputs from your end may be helpful.

Even if the browser is closed while sync is in progress, shouldn't it resume once you open chrome again?(This when the user has switched off "Continue running background apps when Google Chrome is closed" in settings. If this Setting is still turned on, shouldn't sync continue in the background, even after chrome is closed?)

The attached video should clarify what I mean by sync is closed. Login is necessary to resume sync.

This doesn't happen in chrome beta or stable for instance. The user remains signed in to chrome even after the browser is restarted.

Since you said this issue could not be reproduced, is it a random account specific(meh) bug,     or like in Comment #2, is it because I'm closing chrome while sync is in progress? In the latter case, Comment #3 is a valid argument I guess?

The issue looks similar to issue id: 845348. Hence, merging into the issue id: 845348.
