Create a 'postive' Intel use flag for firmware

At present we have USE=amd_cpu in coreboot but no similar flag for Intel. We have USE=intel_mrc but that is not the same. It can be disabled, as it is for octopus.

Should we have a flag to indicate that the x86 platform is Intel?
