Sync script: Add a mode that just generates protofiles CL

Right now, the Chrome OS protofiles sync script takes about 1h40m to execute for me because of build_packages and it regularly freezes my computer because of HD usage. Can we add a 'pro mode' that just generates the protofiles CL and leaves the rest to the user?

Might also consider using --nowithautotest for build_packages.
