Some paths in SVG images fail to appear at 100% zoom

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3486.0 Safari/537.36

Example URL:
https://en.wikipedia.org/wiki/Exponentiation (Calculaton results box)

Steps to reproduce the problem:
1. Go to a website with SVG images
2. Sometimes, some paths will disappear from the SVG images at random. They are displayed correctly when zoomed in.
Happens with both 1x and 2x (Retina) displays.

Examples: Wikipedia pages with math (screenshot: look at the ā€œnā€ in subtrahent, exponent, radicand), https://www.mysql.com/ (the red logo of a certain enterprise software vendor at the bottom)

What is the expected behavior?

What went wrong?
SVG rendering.

This looks like it could be a rasterizer issue.

Do you have GPU acceleration turned on, and if so do you still see the issue if you turn it off?
It works properly with hardware acceleration turned off.
Perhaps I should also mention the hardware: MacBook Pro (Retina, 13-inch, Early 2015). Base model, so GPU is Intel Iris Graphics 6100.
Could you also post your chrome://gpu/ page content?

Able to reproduce the issue on reported version 69.0.3486.0 and latest chrome 69.0.3492.0 using Mac 10.12.6, hence providing Bisect Info
Note: Issue is not seen on Ubuntu 14.04 and Windows-10.

GrTessellator: fix overlap outer boundary winding.

When two outer boundary edges are collinear, they are part of an
overlap region. As of 77169c8fd6d, we (correctly) leave these edges
connected, but we must also adjust the winding to magnitude 1 to
keep the winding rules correct.

Note: this adds a new test case to the concavepaths GM, affecting all platforms.

Able to reproduce the issue on chrome reported version 69.0.3486.0(Build without fix)
Verified the fix on Mac 10.12.6 on Chrome version #70.0.3500.0 as per the comment#0
Attaching screenshot for reference.
Observed "able to see images without any SVG rendering at 100% zoom"
Hence, the fix is working as expected.

The bug reappeared. It seems to be in slightly different places, and only happens on 1x displays.
