Unable to insert emojis in text field when clicked. |

Issue descriptionChrome Version: 68.0.3440.59 OS: Windows 10. What steps will reproduce the problem? 1. Launch Browser 2. Enable EmojiContextMenu from chrome://flags 3. Navigate to a content editable text box 4. Touch the screen and tap with two fingers 5. Emoji option should be seen on top of the context menu 6. On clicking Emoji, Emoji palette will be shown -> click on any/all emojis to insert. What is the expected result? Able to insert all the Emojis using touch. What happens instead? Emojis are not inserted always i.e., issue is inconsistent and seems to be working at times.

@ramyan: The issue still occurs on reported chrome version 68.0.3440.59 and on the latest canary 70.0.3515.0 using Windows 10(Surface Pro) Info about OS Version: 1803. Please let me know if anything further needed. Thanks!
