Regression: Unwanted scroll bar is seen on 'chrome://settings/editDictionary'.

Issue descriptionChrome Version: 69.0.3489.0 (Official Build) 66d7b6411564744a0d3589943331a0a7db096a3d-refs/branch-heads/3489@{#1} (32/64 bit) OS: Windows(7,8,8.1,10) OS Pre-condition: Add 12 entries in custom spelling('chrome://settings/editDictionary'). What steps will reproduce the problem? 1. Launch Chrome, navigate to 'chrome://settings/appearance' and change font size to 'Very Large'. 2. Navigate to 'chrome://settings/editDictionary' and observe the scroll bar. Actual Result: Unwanted scroll bar is seen. Expected Result: Scroll bar should not be seen(as all the entries are visible on single page). This is regression issue broken in ‘M-69’ and below is bisect info. Good build: 69.0.3450.0(Revision: 564324) Bad build : 69.0.3451.0(Revision: 564768) Narrow Bisect info : (Unable to narrow down the range using per-revision bisect, hence providing bisect using old script) CHANGELOG URL: https://chromium.googlesource.com/chromium/src/+log/42082b546fa09c292414976a4d285dd6ea876d86..b0708fdad511e82684a474b12fd932026ea33a12 Suspecting: r564677? @scottchen : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.
