Localization is not applied to 'Make searches and browsing better' text in chrome://settings page.

Chrome version: 69.0.3489.0 (Official Build)Revision 66d7b6411564744a0d3589943331a0a7db096a3d-refs/branch-heads/3489@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome and change browser language to 'Hindi'
2. Now go to chrome://settings and scroll down the page to 'Privacy and security' section
3. Observe 'Make searches and browsing better'
 
Actual: Localization is not applied to 'Make searches and browsing better' text
Expected: Localization should be applied to 'Make searches and browsing better' text

This is a Non-regression issue seen from M-69 series build #69.0.3482.0 

Note: 
1. Issue is not seen on Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6)
2. Issue is also seen on M-69 Dev (build #69.0.3486.0)

Status: Untriaged (was: Unconfirmed)
As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.

Please don't file such bugs, unless you are testing Beta. It takes time for translations to be submitted, after a string has been changed [1].
