What steps will reproduce the problem?
(1)Recover Build >> Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf'
(3)Click on Input methods >> Select 'Voice input' method and observe

Actual: Unable to view 'Voice input' method when it is opened for the first time, instead of it keyboard overlay is seen.
Expected:'Voice input' method should be seen 

This is a Regression issue as same is working fine in M-68

Note:Issue is only seen for the first time opening of 'Voice input'method
