Regression: Tab focus moves to Profile picture at Uber tray in Lock screen

Chrome Version: 69.0.3486.0/10866.1.0 Kip,Daisy & Paine
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> click on Uber Tray -> select 'Lock' option 
(2)In Lock screen press 'Tab' key until focus is on 'Uber Tray' -> click 'Enter' from Keyboard -> observe tab focus moves to Profile picture at Uber tray 
(Please refer Video)

Expected: Tab focus should not move to Profile picture at Uber tray
Actual: Instead tab focus moves to Profile picture at Uber tray 

This is Regression Issue as same is working fine in 69.0.3457.0/10784.0.0 dev-channel Daisy

Note : In 69.0.3480.0/10865.0.0  tab focus remains at Uber Tray

Unified: Disable user chooser btn with single user

In the old SystemTray, user button was not focusable when there was only
one user account on the device.
