What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/manageAccessbility
(2)Click on Text-to-speech voice settings>> Now click on More languages and observe

Actual: Unnecessary Hand Pointer is seen on More Languages. If intended, it should be clickable
Expected:  When clicking on More languages, the contents should get open

This is a Non-Regression issue seen from 69.0.3464.0/10806.0.0 dev

Note : Issue is not seen in Linux,Windows OS
