Pre-condition: Have 2 User accounts

What steps will reproduce the problem?
(1)Sign-in to user>> Click on ubertray and Sign-in to another user
(2) Now click on ubertray and user icon and observe

Actual: Separator line is seen chopped below the Close icon
Expected: No such issue should be seen

This is a Regression issue as same is working fine in 69.0.3457.0/10784.0.0 dev

NOTE: Issue is not seen when only one user is signed in before clicking on Sign-in to another user
