The issue was solved by triggering SW fallback in RTC video video if input stream has more than one spatial layer.

The fallback is triggered on all platforms. This is done for safety reasons since we're not aware about any HW which can reliably decode VP9 SVC.

Forward this issue to Intel. That was their HW decoder in both cases. Maybe we just need to configure HW in right way to get it working with SVC.
