Should disable Gesture function in A11y CJ & T13n keyboards

Input tools version:
9999.0.20180705.203382540

Steps:
1.Switch to pinyin ,cangjie, hi, japan etc. A11y keyboards
2.Draw sth in keyboards

Actual:
Gesture function works,but have no any suggestions window pop up 

Expected:
Should disabled gesture function in CJ & T13n layouts

Note:
Not repro in Input view keyboards

Can repro on normal (non-accessibility) keyboard as well. Maybe this is a problem with the data?

for hindi, when switch from input view xkb layout to Hindi ,then switch to A11y layout, gesture function still works ;
