text-underline-position doesn't play well with opacity

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Go to https://codepen.io/anon/pen/PBPqZm
2. Hover the "With opacity" link

What is the expected behavior?
The underline shouldn't disappear

What went wrong?
The underline disappears when hovering. This happens only when there's a `opacity` change.

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 67.0.3396.99  Channel: stable

Still happens in M-69. Not obvious what's wrong but seems not too hard to fix. Anyone want to pick it up?
