Swarming: win-annotator-rel FYI is experiencing elevated BOT_DIED

Issue description

Hi,

The report page for win-annotator-rel FYI bot (https://ci.chromium.org/p/chromium/builders/luci.chromium.ci/win-annotator-rel) sometimes shows Infra Failure while the test is successfully completed.

Summary: Swarming: win-annotator-rel FYI is experiencing elevated BOT_DIED (was: win-annotator-rel FYI bot report not correctly shown.)

If you click through the task, you'll see that Swarming reports a state BOT_DIED. That's why it's reported as infra failure.
