OS :Win(7,8,8.1,10) ,Mac(10.12.6 , 10.13.1 , 10.13.6, 10.14)  and Linux(14.04 LTS)  OS

Steps to reproduce:
1. Launch chrome and sign into gmail account with valid credentials.
2. Now observe avatar icon.

Actual Result:  User's profile picture is seen in toolbar avatar icon even when user sign into gmail account.
Expected Result:  User's profile picture should not be seen in toolbar avatar icon when user sign into gmail account ,should be seen when user sign into chrome.

This is a regression issue broken in ‘M-69’ and below is bisect info.
Good build: 69.0.3479.0
Bad build: 69.0.3480.0

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)
