Cannot see an active tab in a backgrounded window |

Issue descriptionChrome Version: 69.0.3486.0 (Official Build) dev (64-bit) OS: Linux (corp) What steps will reproduce the problem? (1) Open a window and create multiple tabs (2) Open another window and focus the new one What is the expected result? The active tab in the backgrounded window should be highlighted. What happens instead? All tabs in the backgrounded window are the same color. At least on linux, we can change the active tab in a background window by scroll wheel without focusing it. I'm confused which tab is now in active since all tabs are the same color. Please use labels and text to provide additional information. If this is a regression (i.e., worked before), please consider using the bisect tool (https://www.chromium.org/developers/bisect-builds-py) to help us identify the root cause and more rapidly triage the issue. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Sure! I'm using GTK+. In the screenshot, "New Tab" is in the active window, and "foo - Google Search" is the active tab in a backgrounded window. The color of "foo" looks exactly the same with others.

Looks like a case that'd be fixed by bug 853841 ; see esp. comment 14 there for a similar image.
