[Pixel Canvas] Download shelf item stretches on hover at 150%

Mousing over an item in the download shelf causes it (or the content it contains) to become slightly taller.  Looks weird and unintentional.

**UI mass Triage**

We were unable to reproduce this bug on the latest Canary 72.0.3616.0 with 150% scale on Windows 10 using Surface Pro 4. If this bug still reproduces for you, please reopen or file a new issue.
