Dashboard: automatically restore reports from the quarantine and disregard if they are completely bad

Issue description

Is a good report: https://chromium-coverage.appspot.com/reports/572126/linux/chromium/src/report.html

I've just did:

$ gsutil mv gs://chromium-coverage/reports_quarantine/572126.json gs://chromium-coverage/new_reports/572126.json


so that it will be published soon.

The other reports in the quarantine are likely useless, as they have too low coverage: https://pantheon.corp.google.com/errors/CPHL8Z6A9-aiBQ?time=P30D&project=chromium-coverage&organizationId=433637338589

We probably should not even put them into quarantine as there is no reason to recover them.
 
Oops, I should've moved that to new_reports_info dir. Just did that:

gsutil mv gs://chromium-coverage/new_reports/572126.json gs://chromium-coverage/new_reports_info/572126.json
