Iframe scroll causes outer frame to scroll

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:56.0) Gecko/20100101 Firefox/56.0

Steps to reproduce the problem:
1. Click a link within an iframe in certain cases.
2. It scrolls the outer iframe

What is the expected behavior?
Iframe should cause scrolling in iframe.

What went wrong?
Look in the example, "click me" causes Chrome (only Chrome) to scroll the outer page down. See attached minimal case, this can be very bad in some cases elements above the iframe are always supposed to show.

Chrome version: 68.0.3440.59  Channel: beta
OS Version: Ubuntu 16.04

Unable to reproduce this issue on reported chrome 68.0.3440.59 Using Ubuntu 17.10 as of now we don't have Ubuntu 16.04.Attaching screen-cast for reference.
Steps:
---------
1. Launched reported chrome 
2. Downloaded given html files and dragged and opened on new tab
3. Clicked on ""click me"" in the frame  
As we have not seen ""click me"" scrolling outer page down

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here.

I should note the original issue came from a Windows user so it's not just an Ubuntu <17 issue.

Unable to reproduce the issue on Win-10 and ubuntu 17.10 using chrome reported version #68.0.3440.59 (beta channel).

Attached a screen cast for reference.
Observed that on clicking the "click me" link did not cause Chrome to scroll the outer page down. Rather nothing happened.

As the issue seems to be reproducible on Ubuntu 16.04. Hence, forwarding the issue to inhouse team for further triaging of the issue.

I don't seem to be able to repro this issue either. Can you elaborate more on the samples and maybe take video of what you do to reproduce the issue?

Since none of us were able to reproduce the issue and there was no feedback from the reporter I close this for now. Reporter if you've got any update feel free to comment here or just open a new bug with the requested information.
