"virtual/service-worker-servicification/external/wpt/service-workers/service-worker/fetch-event.https.html" is flaky.

Matt, it looks like the test is causing problems again. Could you take a look since you worked on this earlier? (https://bugs.chromium.org/p/chromium/issues/detail?id=847787).

I'll disable the test on Mac in the meantime.

Gardening: WPT: service-worker/fetch-event.https.html is slow.

The file has many tests. Give it a long timeout.
