Crostini: App icons are not grey out after Linux shutdown

Issue description

Chrome Version: 69.0.3486.0
Chrome OS Version: 10866.1.0
Chrome OS Platform: eve
Network info: Wifi

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Install crostini
(2) Observe Terminal icon in app menu
(3) Install any linux app from terminal ex: sudo apt-get install gedit
(4) Observe gedit app UI icon
(5) Right click on terminal and "Shut Down Linux"
(6) Observe gedit icon after Linux shutdown

Expected Result:
-- gedit app(any app) to grey out

Actual Result:
-- no change in UI and linux is starting by clicking on app.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

Status: WontFix (was: Untriaged)
This is the intended behavior. 'Shut Down Linux' isn't meant to turn off the feature completely, that can be done in Settings.  It simply executes a shutdown on the VM...which then can be started again by running the Terminal or any other installed Linux app.
if the startup is transparent when the icons are clicked, why do they need to be greyed out ?
