I noticed it in CL:1125357. I uploaded Patch Set #1 and wanted to verify with PreCQ. After the verification, I uploaded Patch Set #2 which modifies only the commit message (Gerrit recognized that this patch only alters commit message.). The PreCQ was run again and (not surprisingly) verified the change.

What is the expected result?
We should continue marking a CL verified if the only change from a previously verified patch is the commit message
