Opening devtools on cnn.com causes devtools window to become unresponsive

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Monitor your machines cpu usage (i use top)
2. Open chrome. Load cnn.com into a tab
3. On my machine, as long as cnn.com is the active tab, a cpu process for chrome will use 25-35% of a cpu
4. Now, with the cnn.com tab still active, open devtools.
5. As long as the cnn.com tab is active/selected and devtools is open, two chrome processes will spike, with one at or above 100% and a second in a slightly lower range. The fan on my machine starts to hum.
6. If I try to navigate the devtools window tabs (like Network, Source, etc), the window is unresponsive. The tabs may switch, but content is not displayed.
7. Eventually (within 2 minutes or so of no user interaction), the browser opens an error window:

You can wait for it to become responsive or exit the page.

8. At any time, I can return my machine to normal cpu usage by simply selecting a different tab in my browser (one that has a simple page, like example.com) or by closing the devtools window.

What is the expected behavior?
Using devtools on cnn.com should not freeze the devtools interface and cause the host machine to dedicate 100% of two cpu's to chrome processes.

What went wrong?
Cnn.com is a bit of a cpu hog on its own. For some reason, the combination of cnn and devtools causes devtools to become unresponsive.

Unable to reproduce the issue on reported chrome version 67.0.3396.99 using Ubuntu 17.10 as of now we don't have ubuntu 16.04. Attaching screen-cast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Navigated the URL "cnn.com" as per comment #0
3. Opened Dev tools >> Console and also opened System Task Manager 
4. lefted the system for a while and came back observed the Dev tools
As we are observed that dev tools page working properly 

@Reporter: Request you to retry this issue with fresh profile without any extensions/apps or reset all the flags and let us know if issue still persists.

I tried with no extensions installed and have not changed any default chrome flags but still experience the problem. Please try your test again, but:
1. Do not use the Chrome task manager for CPU monitoring. Instead, open a terminal window and use Top to monitor CPU usage.
2. Open Devtools in an undocked (new window) window. I noticed in trying to duplicate your test that the CPU spike is much less severe (and the interface does not freeze) when devtools is docked as it was in your test.

Watch the cpu usage and wait for a minute or two. You should experience the problem unless this is only related to my earlier Ubuntu build or my machine.

Thanks for the report.  I'm also unable to reproduce this bug.  Unfortunately, there's not much we can do.

If DevTools is responsive for a while before freezing up, could you please check for errors in the DevTools on DevTools console?

thankyou i have had many frutrating isues with cell phones and internet devices being scrambled from someone or something(road construction in area) im not sure ehats happening but my devices are remotely being hacked it sems to me. I am unable to function and carry on with my life as im being hacked stalked harrassed and violated all day everyday and its concerning me along with many other happenings. the police were given 3 of 15 sim cards that I purchased w/cell phones and returned wen not working normally it sems to b happening in our apartment and around our property. help ive been hacked/a virus? or something thankyou
