What steps will reproduce the problem?
(1) Plug headphones into PC, make sure sound is routed there
(2) Enable ChromeVox
(3) Wait a few seconds

What is the expected result?
That all audio would go through the headphones.

What happens instead?
A few seconds after enabling ChromeVox, "ChromeVox extension is ready" is heard through the PC speaker.

(The ChromeVox annotations themselves are heard through the headphones.)

Reproducibility: 3 out of 3.
