Tabs are suddenly (excessively) low-contrast

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3486.0 Safari/537.36

Steps to reproduce the problem:
1. Open browser
2. Try to open another tab
3. See only the "+" sign, right after the "x" sign

What is the expected behavior?
See the tab, an "x" and the end of the tab
See another, shorter tab containing a + sign to click on

What went wrong?
It appears as if there is only one tab ending in "x +". The end of the first tab is clear: you can see a vertical line, but the end of the second tab is not. Alternatively, it appears the second tab never ends, and instead continues across the entirety of the screen. In the latter case, one would look to the extreme right for the + and not find it.

Unable to reproduce the issue on chrome reported version# 69.0.3486.0 using Ubuntu 14.04 with steps mentioned in comment#0, as the issue was reported on Fedora, routing this issue to Inhouse for further triaging the issue, hence adding TE-NeedsTriageFromHYD label to it. Attached screenshot for reference.
