New Tab icon is too thick on Windows 150% scaling

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3489.0 Safari/537.36 Steps to reproduce the problem: 1. Set Windows scaling to 150% (higher DPI) 2. Launch Chrome Canary with the new Material Design. What is the expected behavior? The new tab icon has the same thickness comparing to the backward, forward and refresh icons. What went wrong? The new tab icon look thicker and a bit blurred comparing with other icons. vinhpz@ Thanks for the issue. Able to reproduce this issue on Windows 10 and Ubuntu 17.10 on the latest Canary 69.0.3489.0 as per the original comment. Issue is not observed on Mac OS 10.13.3. On setting the Windows scaling to 150% and launched chrome, can observe that the new tab icon is thicker than the backward, forward and refresh icons. Attached is the screen shot for reference. This is a Non-Regression issue as this behavior is observed from chrome build 69.0.3473.0, where the new material design UI is set as Default. Hence marking this as Untriaged for further updates from Dev. Thanks..
