Blue color tab border is displayed for a moment when switching back from tab switcher mode

Issue description

App Version: 69.0.3489.0 canary
iOS Version: 11.4.1, 
Device: iPhones only

Steps to reproduce:
  1.  Launch chrome canary
  2.  Open 5 tabs
  3.  Tap on Tab Switcher button
  4.  Tap on “Done” button.

Observed results:
Notice that a blue color tab border is displayed at the bottom of the screen for a moment before switching back to new tab.

Expected results:
Should not display blue color tab border on switching back to normal mode.

Bug reproducible after clearing cache and cookies: Yes

Bug reproducible on current stable build (App Version, iOS Version): NA on M67
Bug reproducible on the current beta channel build (App Version, iOS Version): NA on M68

It looks like the secondary toolbar is not getting properly captured in the snapshot.  Is this by design?  This could also be fixed by removing the blue selection border at the beginning of the presentation animation.

Looks related to proxy views in the transition animation.

This is probably resolved by some other updates to the animations that are in progress.

Verified on chrome canary version 70.0.3518.0 and chrome beta version 69.0.3497.34, following steps mentioned in comment #0.  No blue color border is displayed while switching back to normal mode.
