Regression : Unable to delete cookie entries one after another using 'Space bar' key.

Issue description

Chrome Version : 69.0.3489.0 (Official Build) 66d7b6411564744a0d3589943331a0a7db096a3d-refs/branch-heads/3489@{#1} 32/64 bit
OS : Windows(7, 8, 8.1, 10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome and visit few web pages to generate some cookies.
2. Now navigate to chrome://settings/siteData and press 'Tab' key to bring focus on 'Remove' (Dustbin) icon.
3. Hit 'Space bar' to delete the first cookie entry.
4. Hit 'Space bar' once again to delete the next cookie entry and observe.

Actual Result : Unable to delete cookie entries one after another using 'Space bar' key.

Expected Result : User should be able to remove cookie entries one after another using 'Space bar' key.

This is a regression issue broken in ‘M-68’ and below is the bisect info :
Good Build : 68.0.3425.0  (Revision : 557063)
Bad Build : 68.0.3427.0  (Revision : 557758)

(Unable to narrow down the range using per-revision bisect, hence providing bisect using old script)

Perhaps we are missing the preserve-focus iron-list attribute here?

The list is preserving focus. Changing to a P3 since workaround exists.

After removing an entry, press tab twice to focus on the next remove button.
