Regression: Button is missing for 'Add Additional features' in chrome://settings/manageAccessibility

Issue description

Chrome Version: 68.0.3440.59/10718.50.0 beta channel Kip, Reks & Daisy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/manageAccessibility
(2)Scroll to the bottom of the page and observe

Actual: Button is missing for 'Add Additional features'
Expected: Button to open Chrome Webstore in NTP should be seen for 'Add Additional features'

This is a Regression issue as same is working fine in M66 stable

NOTE: Issue is also seen in M67 and M69
      Issue is not seen in Windows and Linux

We should add the open-in-new icon to match what we do elsewhere in settings when linking to somewhere outside of settings.
