[Media Router][Harmony] No devices found "learn more" should open singleton tab |

Issue descriptionCurrently, clicking on the "learn more" button in the "no devices found" case opens up a help page in a new tab even if the help page is already open in another tab. Would it be possible to make it use a singleton tab so it's the same behavior as the old UI? |
