Regression : Blue focus ring is not seen properly on edges of the button.

Issue description

Version: 69.0.3489.0 (Official Build)Revision 66d7b6411564744a0d3589943331a0a7db096a3d-refs/branch-heads/3489@{#1}(32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to http://permission.site/ and click on HTTPS
2. Click on 'Notifications' so that 'Notifications' bubble is seen  
3. Now press 'Tab' key to bring focus on 'Allow' button on bubble,observe focus ring on edges of button
 
Actual: Blue focus ring is not seen properly on edges of the button
Expected: Blue focus ring should be seen properly on edges of the button

This is regression issue, broken in ‘M 69’ and will soon update other info :
Good build: 69.0.3486.0  (Revision: 573201).
Bad build: 69.0.3487.0 (Revision: 573574).

You are probably looking for a change made after 573380 (known good), but no later than 573381 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Chrome UI does not use Blink for rendering, updating components accordingly.

As identified in comment 1 this looks like an intentional change.
Status: WontFix (was: Assigned)
The "actual" look given above is desired - that was the exact intent of the linked CL. WontFix.
