chromeos1-row2-rack8-host3 is stuck at "resetting" state

chromeos1-row2-rack8-host3 is stuck at "resetting" state and hasn't been running any tests since 2018-05-17.  Stainless shows no cellular test jobs can be scheduled on astronaut for a while.
