Currently we pass RendererPreferences to WebWorkerFetchContextImpl at construction. We don't update it when the preferences is changed in the browser process.

We are planning to pass RendererPreferences to ServiceWorkerFetchContextImpl as well so we might need to come up with a generic way to update the preferences when it is changed.
