Help app search should dismiss virtual keyboard once search is committed

Chrome Version: 69.0.3488.0
OS: ChromeOS Eve

What steps will reproduce the problem?
(1) Go to the help app in tablet mode.
(2) Type something in the search box with the virtual keyboard.
(3) Press enter

What is the expected result?
Search results show, with virtual keyboard dismissed.

What happens instead?
Virtual keyboard stays up.

The virtual keyboard remains on screen because we never blur the search bar. However, blurring the search bar clears the search query, which we don't want.

cnwan@, could you please take a look at this issue to see what we can do? Thanks!

This is not dismissed because the help app leaves focus in the input field. This is WAI for VK.

Usually apps will remove focus from the input field after it's submitted.
