ML Service: Build-time tests for published models

We need to do some basic build-time tests on published models. For example:
- The model file can be successfully loaded by TF / TF Lite
- What other kinds of validation could we do at build time?

For now this bug just concerns system models as added in  crbug.com/836104 .

Per discussion in our last sync, for built-in models we think this is satisfactorily covered by the unit tests Michael started for TEST_MODEL in machine_learning_service_impl_test.cc.
pmalani's SMART_DIM will add to this imminently.
