Issue descriptionMost cellular automated tests are failing across devices. chromeos1-row2-rack7-host1 (Lucas-Daisy) has issues. Cellular connection is active. But the tests fail with below reasons: 1. network_ChromeCellularEndToEnd client test did not pass (reason: Cellular is not available to determine network preference.). 2. network_ChromeCellularEndToEnd client test did not pass (reason: Unhandled KeyError: u'Cannot find a context with id=E23AEB12FAF1888844EA4E9907B4B1FF'). 3. network_ChromeCellularEndToEnd client test did not pass (reason: Cellular was not enabled.). 4. INIT_ERROR: Cannot find cellular device in shill. Is the modem plugged in? 5. Unhandled DBusException: org.chromium.flimflam.Error.InProgress: Enable operation already in progress https://stainless.corp.google.com/search?view=list&first_date=2018-07-10&last_date=2018-07-16&hostname=chromeos1-row2-rack7-host1&status=FAIL&status=ERROR&status=ABORT&exclude_cts=true&exclude_not_run=false&exclude_non_release=true&exclude_au=true&exclude_acts=true&exclude_retried=true&exclude_non_production=false In most of the cases, cellular modem is not up while running the tests or it took time to bring up the modem which resulted in test failures.
