Chromebook should display specific error message upon receiving ConnectTetheringResponse.NO_CELL_DATA

Issue description

Context: b/80411125

If the phone receives a connection request from the Chromebook when it does not have cellular reception, it will return ConnectTetheringResponse.NO_CELL_DATA.

The Chromebook should respond to a ConnectTetheringResponse.NO_CELL_DATA more elegantly -- the error notification should not simply read "Instant Tethering connection failed", but rather something like "Instant Tethering connection failed: phone has no cell service".

To be more exact:

The default message of the notification is:

Title: Instant Tethering connection failed
Message: Tap to configure

I propose that we change the Message when a more helpful error message is available. In this case, I propose that the notification should read:

Title: Instant Tethering connection failed
Message: [Pixel XL] has no cell service

I'll yield to Shiba if we should be messing around with the notification Message.
