Increase left padding from 8 to 12

What is the expected result?
12dp between the favicon and left tab edge, results in asymmetrical padding around favicon. 

What happens instead?
8dp

Though it doesn't look like it, this is actually a dupe of  bug 853788 ; the reason the favicon jumps when an audio icon appears is that that's the only case where the existing logic is assigning the correct total padding.  Fixing that bug will use the correct (12) value all the time.
