Jobs scheduled manually from cautotest are not running. They remain in queued state and then get aborted after timeout.

What steps will reproduce the problem?
(1) Schedule a job as specified above.
(2) Even when the host is ready, the job is not provisioned.
(3) After timeout, job gets aborted.

What is the expected result?
Job should run when queued up.

What happens instead?
No job run
