Received a report that a printer wasn't working ( https://crbug.com/847253 ).  Upon further investigation found that the printer doesn't report a job-id for the print job.  The printer reported the status for the Print-Job request as successful-ok-ignored-or-substituted-attributes which indicates that it should have printed.  Explore a good way of reporting this information to the user.  We will generally be unable to print to these printers.
