Startup URL set to "Open a specific page or set of pages" but the configured URL only loads on initial sign-in to Chrome OS

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10575.58.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36
Platform: 10575.58.0 (Official Build) stable-channel eve

Steps to reproduce the problem:
1. Boot Chrome OS 
2. Sign-in
3. Open Chrome Browser (startup page should open correctly)
4. Close Chrome Browser
5. Open Chrome Browser (startup page does not load, defaults to google search page)

What is the expected behavior?
Startup URL should load when Chrome is opened, even if previously closed within the same session.

What went wrong?
Startup page did not load.  Google search page loads instead.

Did this work before? N/A 

Chrome version: 67.0.3396.99  Channel: stable
OS Version: 10575.58.0
Flash Version: 30.0.0.113

On Chrome OS, this was always the case (startup means "after logging in", not when opening a new window).

Changing component, since this is not enterprise related.
In a managed Chrome enterprise environment, perhaps adding in controls for behavior of new tabs would help since apparently closing a Chrome window and relaunching doesn't count as "restarting" it. Perhaps the behavior is driven by settings controlling what a new tab does?
