What steps will reproduce the problem?
Press ctrl-alt-shift-r on the login screen.

What is the expected result?
Recover (powerwash) dialog shows up.

What happens instead?
Nothing happens.

Note: After switching to WebUI using the [TEMP] link at the bottom of the login screen the dialogue does show up on ctrl-alt-shift-r.
