I often do Ctrl+T and immediately start typing the URL I want to navigate to, and I've noticed that the first characters I type get dropped.

This is easily reproducible with a local debug build:
- Start the debug build, navigate the main tab to a website (it shouldn't be left on the NTP)
- Use Ctrl-T to open a new tab;
- Immediately start typing an url;

Expected result:
- The NTP will load without flushing the content of the Omnibox

Observed result:
- As soon as the NTP loads it clears the content of the Omnibox

This is happening on my Win 10 machine, but I've also observed this on ChromeOS Dev.
