GTK: Frame reports single-tab mode is available when it isn't

Issue description

A tester reported the attached screenshot on Ubuntu 14.04.  We're not drawing single-tab mode, but the frame thinks we are, since the tab is trying to draw a trailing separator and the New Tab Button color is clearly chosen to contrast with a light frame.

Probably something like https://chromium-review.googlesource.com/c/chromium/src/+/1132594 needs to be extended to this case -- I imagine this is the opaque frame, and there's some condition whereby for certain GTK themes we let the system draw the frame (or at least pick its colors) instead of drawing it ourselves.
