span element inside p element causes weird inline spacing in Chrome for my-mm locale

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36 Steps to reproduce the problem: 1. Write a paragraph in Burmese 2. Wrap a couple of words with a span tag (or any other inline tag) 3. See the span-ed element jump over with no extra characters added What is the expected behavior? The span shouldn't affect the layout of the paragraph unless the span has been styled. What went wrong? The span has weird spacing in Chrome that doesn't appear in any other browser: https://codepen.io/anon/pen/PBwEMO Did this work before? No Does this work in other browsers? Yes Chrome version: 67.0.3396.99 Channel: stable OS Version: Ubuntu 18.04 Flash Version: I checked this issue in Chrome v67 (stable) and in Chrome v69 (dev) and it is present in both, leading me to assume it might have always been an issue.

Able to reproduce the issue on reported chrome version 67.0.3396.99 also on latest chrome 69.0.3489.0 using Mac 10.13.5, Ubuntu 17.10 and Windows 10. Note: Used given URL "https://codepen.io/anon/pen/PBwEMO" to reproduce it. Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged. Thanks!
