OS: Mac(10.12.6,10.13.1,10.13.6), Windows(7,8,8.1,10) and Linux(14.04) OS

What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://settings/importData page.
(2) Click on Import button (Close firefox overlay is appeared), click on 'Cancel' button.
(3) Observe 'Import bookmarks and settings' overlay.

Actual: 'Import bookmarks and settings' overlay gets closed after clicking on 'Cancel' button.

Expected: 'Import bookmarks and settings' overlay should not close after clicking on 'Cancel' button.

This is a non-regression issue, seen from 'M61' series.

Note: Issue is also seen on Stable build #67.0.3396.99, Dev build #69.0.3486.0 and Canary build #69.0.3488.0
