Issue descriptionChrome Version: 68.0.3440.59 Revision d2bc7dee8086bc46fe6153b4b8c45da429245503-refs/branch-heads/3440@{#644}(32/64 bit) OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1), and Linux(14.04 LTS) OS Pre-condition: Sign-in to chrome with valid credentials. What steps will reproduce the problem? 1. Launch Chrome, open Devtools on NTP and switch to 'Emulation' mode. 2. Click on 'Google accounts' icon and observe the overlay. Actual Result: Google accounts overlay is seen blur in emulation mode. Expected Result: Google accounts overlay should not be seen blur in emulation mode. This is regression issue broken in ‘M-67’ and providing the bisect using per-revision bisect, Good build: 67.0.3395.0(Revision: 549860) Bad build : 67.0.3396.0(Revision: 550428) You are probably looking for a change made after 550236 (known good), but no later than 550237 (first known bad).
