What steps will reproduce the problem?
(1) Launch Chrome , open New Incognito Window.
(2) Tap touch on the Reload icon to the LHS of omnibox observe that 'Reload this page' tooltip is displayed.
(3) While the 'Reload this page' tooltip is still visible ,mouse click on the bookmark star icon and observe.

Actual  : 'Edit bookmark for this page' tooltip is seen on LHS of omnibox.
Expected: 'Edit bookmark for this page' tooltip should not be seen misplaced.

This is a non-regression issue, seen from M60.

Note: This is windows 10 touch device specific issue and not seen on other OS.
